Coming to Waikoloa in 2026

  Nā Hale Makoa is a new affordable workforce housing community in Waikoloa Village, offering 140 one-, two-, and three-bedroom apartment homes on Hawaiʻi Island. We are entering the application phase: submit a waitlist application to be added to the lottery waitlist between October 27 (9 AM HST) and November 17 (4 PM HST), 2025. Application Window & Lottery

Purpose of this application
The waitlist application is to be added to the lottery waitlist. If your household is selected in the lottery, you will be invited to complete our two-step approval process (Screening Application, then Program Eligibility/REA).

Closes: November 17, 2025 at 4:00 PM HST


About the Lottery
Because interest is expected to exceed supply, the lottery establishes a fair, randomized order for processing applications received within the window. It is not first-come, first-served. Being drawn does not guarantee housing; it determines the order in which households are invited to proceed.


What happens after the lottery?


Invitation to Approval Process (two-part)
Step 1 — Screening Application
Step 2 — Program Eligibility (REA): Resident Eligibility Application and documents to verify income, assets, and student status under LIHTC rules.


If homes remain after the lottery period, we will contact remaining applicants on the waitlist in the established order.

Approval Process

Step 1 - Screening Application 

  • Includes: credit history, criminal background, and rental references
  • Fee: $17 per household member age 18+ (non-refundable)
  • Please view our screening criteria before applying
  • Requirement: Applicants must meet screening criteria before moving to Step 2


Step 2 - Income/Asset Verification (Program Eligibility)
After each prospective household member has passed the Screening Process, all applicants will be required to complete the REA (Resident Eligibility Application/Questionnaire) and accompanying eligibility forms. This process is completed to ensure that the total household income does not exceed the maximum allowable income for the household size.

  • Documentation required (examples): government-issued identification for adults, birth certificates for minors under age 18, student status documents, and income documents.
  • Student Rule (LIHTC): Households comprised of all full-time students are not eligible for residency unless one of the following exceptions applies. Every household is still welcome to complete an application and ask about the student rule exceptions.
    • A student receiving AFDC/TANF
    • A student who was previously in a foster care program under Part B or Part E of Title IV of the Social Security Act
    • A student enrolled in a job training program under the Job Training Partnership Act (federal, state, or local)
    • A single parent living with his/her minor children and such parent is not a dependent (as defined in Section 152) and whose children are not dependents of another individual other than a parent
    • Married and file a joint return


Step 3 - Project Based Applications

For Project Based Applicants, additional qualification and processing with Office of Housing and Community Development is required. 

Qualifications

Who qualifies?
In order to provide affordable housing to our community, all residents must meet certain criteria. This means your income cannot exceed a certain amount for your household size. Nā Hale Makoa provides rent-restricted housing for residents whose income does not exceed the maximum allowable income for their household size.

The total annual income must be at or below the Hawaiʻi County income limits below, depending on the number of occupants in the home*. 


1 Person — 30%: $25,410 · 60%: $50,820 · 80%: $67,760 · 100%: $84,700 · 140%: $118,580
2 Persons — 30%: $29,040 · 60%: $58,080 · 80%: $77,440 · 100%: $96,800 · 140%: $135,520
3 Persons — 30%: $32,670 · 60%: $65,340 · 80%: $87,120 · 100%: $108,900 · 140%: $152,460

4 Persons — 30%: $36,270 · 60%: $72,540 · 80%: $96,720 · 100%: $120,900 · 140%: $169,260

*Income limits are set by the County and may change.

Compliance Review & Annual Requirements

All sources and amounts of current and anticipated annual income expected to be derived during the twelve (12) months after move-in must be collected, verified, and reviewed by our compliance department. Our compliance department will review the household file to certify eligibility with the program and has a legal responsibility to ensure that all residents comply with the maximum allowable income limits at the time of move-in. Households are required to re-certify annually.

2 Bedroom — Minimum: 2 persons · Maximum: 4 persons

3 Bedroom — Minimum: 3 persons · Maximum: 6 persons
